THE AREA OF COMMERCIAL INTEREST IN THE EUROPEAN TRANSPORT SYSTEM
The Ukrainian Black Sea region has been traditionally considered as the “Sea Gate” for a significant part of the former USSR territory including Ukraine, Moldova, a part of Belarus, the central and partially southern part of the European Russia.
THE UKRAINIAN BLACK SEA REGION IN THE WORLD TRANSPORT SYSTEM
- The Black Sea-Caspian region expected to enjoy a considerable cargo traffic growth by 2020 can be reached by the 9th land ITC and 7th Danube ITC, ITC Gdansk-Odessa, transport corridor Europe-Caucasus-Asia TRACECA as well as by the Black Sea Ring Highway.
- Ports of Northern Europe are connected to both American continents, Africa and Australia with sea routes crossing the Northern, Central and Southern Atlantic.
- The Mediterranean and Black Sea ports have an exit to the Atlantic via the Strait of Gibraltar and to the Indian Ocean via Suez.
- Switzerland, Austria, Hungary, Czech Republic, Serbia, FYR Macedonia, former Soviet republics Belarus and Moldova have no access to the sea and have to use other countries' nearest ports to deliver their goods globally.
PROSPECTS OF MULTIFUNCTIONAL HUB PORT DEVELOPMENT
- According to EU experts, the HUB cargo turnover on the route Europe-Asian-Pacific Region will increase by 2010 by 30-35% compared to 2005, on the route axis North-South - by 25-30%.
- According to port capacities, Ukraine currently holds only the 3rd position in the Black Sea basin, following Russia and Romania in spite of the fact that Romania's coastline is only 225 km long and Ukraine's coastline is 2.782 km.
CURRENT SITUATION AT UKRAINIAN PORTS
- Technologies and cargo handling equipment in most Ukrainian ports are out of date.
- Ukrainian ports cannot ensure the speed and quality of the services.
- Internal policy of Ukraine in the field of port business concerning certain issues scares away some traditional trade partners and makes them look for new transport routes by-passing Ukraine.
- Most ports have become surrounded by urban structures and factories and cannot expand to build up their capacities and modernize their infrastructure.
- In spite of centralized public management via the Ministry of Transport and Communications, the port system does not work as a single complex, but rather as a mixture of isolated elements within a framework of uniform restrictions.
- At the same time, only an integrated approach makes it possible to manage all components of the transportation chain or at least as many of them as possible and this in its turn enables transport operators to find the best possible solutions to create the most attractive conditions for the customer.
- The state budget does not have any serious possibilities to finance modernization of the existing and construction of new port structures.
- The Black Sea coast of Ukraine as well as the whole country occupies an advantageous geographical location making it possible now and, in particular, in the nearest future to count on greater and more profitable transport flows.
- A heavy growth of cargo turnover between the countries of the South-East Asia and Europe, especially East Europe and CIS countries, on the route Indian Ocean-Suez-Black Sea gives additional grounds to expect a cargo turnover growth via Ukrainian ports.
10. Implementation of the Cretan International Transport Corridors programme can also significantly increase Ukrainian ports' engagement. If the cargo turnover on this route increases within next five years by 20% (though experts forecast even more), Ukrainian ports might find themselves unable to cope with the expected cargo flow even if 100% of their capacities will be engaged.
